Self-Defense Tragedy: Innocent Bystander Killed By Bullet That Traveled Through Suspect’s Head

No charges will be filed against a CPL holder who fatally shot two people in self-defense during a Detroit Lions tailgate at Eastern Market. The shooter acted in defense when a man brandished a firearm, tragically resulting in the death of a bystander as well.


DETROIT, MI (2-minute read) — Wayne County Prosecutor Kym Worthy announced no charges will be filed against a 40-year-old man who shot and killed two individuals during a Detroit Lions tailgate at Eastern Market.

The prosecutor confirmed that the armed citizen, a lawful CPL (Concealed Pistol License) holder, acted in self-defense after one of the deceased, 25-year-old Jalen Welch, brandished a firearm in a threatening manner. A single shot was fired, killing Welch and tragically striking a bystander, 40-year-old Rayshawn Palmer, who was also killed by the same bullet.

According to the investigation, a physical altercation broke out near Shed 6 at the tailgate event. The armed citizen was not directly involved in the fight but was caught in a verbal argument that ensued afterward. Prosecutors explained that Welch approached the armed citizen during this argument with a pistol drawn. In response, the CPL holder drew his own firearm and fired one shot, striking Welch in the head. The bullet passed through Welch and fatally wounded Palmer, who had no involvement in the altercation.

The prosecutor expressed sorrow over the incident, stating, “It could have been any one of us.” After reviewing all the evidence, Worthy determined there was no criminal offense committed and no charges could be filed. Both men were pronounced dead soon after the shooting.

In light of the tragedy, Eastern Market canceled its tailgate event scheduled for Sept. 30 and announced plans to work with the Detroit Police Department on improving safety measures. The market also intends to implement a “weapon-free zone” policy moving forward. We know how well those work (sarcasm).
